Instruction: Instruction:

Identify one key piece of health-related legislation that is currently making its way through a legislative process (federal, state or local). This must be from the current legislative session 2017-2018. Select one health bill (Already chosen, mentioned bellow) that has been proposed in response to a perceived public health problem.

What you need to do:
FACT SHEET: Public Health Bill Research Analysis Requirements (85 Points for the writing a Pro fact sheet). So, do only PRO fact sheet because later I have to do CON fact sheet. For this fact sheet use Bill AB 186. Do not choose any other bill. It should be less than 2 pages. Completely address all the sections mentioned bellow (From Abstract to Recommendation). Provide each section in a short paragraph, maybe 5-7 sentences, and write the title for each section you write about. Make sure to provide bullet points in some sections too. I will put all the writing you do in a formatted fact sheet when you are done. It should not be like writing an essay. Once again, write each section (mentioned bellow) in a separate paragraph including a title for each section and provide bullet point in some section please. You basically no writing in an actual fact sheet format, so only write it in Microsoft word page as I described it. There are available examples online. Use at least 3 references for sure.

Abstract (150 words!):
• A concise summary of the entire contents of the fact sheet.
• (4 pts.)
• Overview of the health problem: List and discuss the top 2-3 health problems associated with the bill and the number of people affected by it. (10pts.).
• Severity of the health problem: Discuss the research data behind the health problem, integrating data from the national level as well as data from the state. Is there consensus among researchers regarding its severity and how to best deal with it? What would realistically happen if no intervention was implemented? Cite all references to the literature to support your statistics and data (2014-present) (10 pts.).
• Overview of the bill and stakeholders: An overview of the actual proposed bill in terms of its specific provisions. List all stakeholders involved in this section (both pro/opponents and list their city locations (i.e. American Cancer Society Headquarters, Oakland, CA). Remember to locate statewide (or national or local as appropriate) organizations (example list CSU-Statewide System, Long Beach vs. CSUN). Provide a narrative for each Pro/Opposed. Why they collectively support or oppose this bill (10 pts.).
• Promises/expected outcomes: Who are the promoters (large entities) (proponents) of the bill (are national promoters involved as well as state level promoters, or are the significant majority state level only)? Describe what the promoters of the bill believe that the bill will accomplish. Be sure to discuss what specific health outcomes that the promoters say will occur if the bill is passed. You will list 5 and then provide a narrative why these 5 organizations (collectively support this bill. (10pts.). Ideally, You must have 5 Proponents.
• Opposition: Describe the entities (opponents) are opposed to the bill and why they are opposed? Be sure to research special interest groups such as professional trade associations, industry groups, etc. to see what type of lobbying efforts they are making with respect to the bill. Ideally You will list 5 and then provide a narrative why these 5 organizations (collectively oppose this bill. (10pts.)..
• Unintended consequences: Describe what unintended consequence that could arise resulting from passage of this bill. In this section you should discuss unanticipated things that could go wrong if the bill was passed (the emphasis here is state level consequences, but national consequences may also need to be considered) (10pts.).
• Recommendation: What is your group’s recommendation regarding this bill? Be sure to back up your recommendations with the facts (based upon the group research) and with support from the class reading and activities.
• Give your recommendations (3-5) that will assist in the implementation for compliance/enforcement of the bill (5 pts.)
